स्याङजामा सूचना प्रविधिको आवश्यकता
आजको युग सूचना प्रविधिको युग हो। सूचना प्रविधिको उपयोग नगरीकन प्रजातन्त्र र विकास प्रक्रियामा आमजनतालाई समावेश गर्न सकिँदैन भन्ने कुरा नेपालले पनि अनुभव गरिसकेको छ र यसको विकासको लागि राज्यले संकल्प गरिसकेको छ । सूचना र प्रविधिको संयोजनले सिंगो संसार नै ऐउटा सानो गाउँ बनेको छ। सूचना प्रविधिको विकासले आज संसारको कुनै पनि कुनामा रहेका व्यक्ति, संस्थासँग सजिलै सम्पर्क स्थापित गर्न सक्छन् । तैपनि नेपालमा सूचना प्रविधि, खास गरी कम्प्युटर र इन्टरनेटमा, आमजनताको पहुँच हुन सकेको छैन ।
कम्प्युटरमा नेपाली भाषामा काम गर्न सकने बनाउनु अर्को टडकारो आवश्यकता हो। अहिले अधिकांश कार्यालय र पत्रपत्रिकाहरूमा प्रीति फन्ट प्रयोग गरिन्छन्। यी फन्टहरू टाइप गर्नका लागि की बोर्डमा एकरूपता छैन । यी फन्टमा टाइप गरिएका सामग्री इन्टरनेटमा राख्दा अनेकौँ समस्या आइपर्छन् । कतिपय अक्षरहरू, खास गरी संयुक्त अक्षरहरू र अंकहरू जस्ताको तस्तै वेबसाइटमा देखिँदैनन् । यी फन्टहरूमा टाइप गरिएका शब्दहरू कम्प्युटरमा वर्गीकरण (र्सर्टिङ), र प्रशोधन (प्रोसेसिङ) गर्न मिल्दैन ।
त्यसैले यो स्याङजा जिल्ला पनि यस सूचना प्रविधिको सञ्जाल बाट टाढा रहन सक्दैन्। यसले आफनो पहिलो कदममा नै आफनो पहिचान विश्व मानचित्रमा बनाईसकेको छ । स्याङजा सम्बन्धि सम्पूर्ण विवरण अब यसको वेभसाईट मा हेर्न सकिनेछ। यसले आफनो वेभसाईटमा विभिन्न सामाग्रीहरु राखिसकेको छ। सूचनामा सबै सर्वसाधरणको पँहुच हुनुपर्छ भन्ने हाम्रो मान्यता छ र यहि मूलमन्त्रका साथ अगाडि बडनु पर्छ भन्ने अठोट हामीलाई छ। हामीले स्याङजाको वेभसाईटलाई युनिकोडमा पनि केहि अशँ राखेर परिक्षण गरिरहेका छौँ। कम्प्युटरमा देखिने नेपाली भाषामा एक रूपता ल्याउन, त्यसमा टाइप गरिएका शब्दहरूको आधारमा डेटा प्रशोधन र वर्गीकरण गर्न, शब्दकोश बनाउन, नेपाली भाषामा इमेल इन्टरनेट लेख्न र हेर्न सकिने बनाउन लिपिमा एकरूपता आउनुपर्छ । देवनागरी लिपि युनिकोडमा राखिएपछि अब संसारभरिका विंडोज अपरेटङ सिस्टम भएका कम्प्युटरमा देवनागरी लिपि देख्न र पढनसकिने भएको छ ।
हाल नेपालीमा युनिकोडमा वेबसाइट राख्नेहरूको संख्या दिनदिनै बढिरहेको छ ।अब अंग्रेजी नबुझ्ने नेपालीले पनि कम्प्युटरका केही सामान्य कुराहरु सिकेर ती वेबसाइटहरुमा विचरण गर्दै आफूलाई चाहिएको कुरा भेट्टाउनसक्छ ।
वेभसाईटमा भएका सूचना सामाग्रीहरुले स्याङजालाई विश्व सामु चिनाउने छ तर
जि.वि.स.को सूचना तथा अभिलेखहरुलाई कम्प्युटराईजड गर्नकालागि छुट्टै सफ्टवेयरको आवश्यकता पर्दछ। यसै सूचना प्रविधिको उपयोग गरेर हामीले पनि सफ्टवेयरको निर्माण गरेर स्याङजाको जि.वि.स.अनतर्गत पर्ने निकायहरुको सम्पूर्ण विवरण डाटावेसमा अध्यावधिक गराउने जमर्को गरनेछौ। हामीले सफ्टवेयरमा ऐक दवार निति अपनाउनेछौ।
जस अन्तर्गत हामीले कृषि विकास समिति, जिल्ला वन कार्यालय, जिल्ला भू-संरक्षण कार्यालय, घरेलु तथा साना उधोग विकास समिति, जिल्ला विकास कार्यालयको सूचना अध्यावधिक गराउने छौ।
सूचना प्रविधिको उपयोग गरेर सरकारले जनतालाई दिने सेवा बढी प्रभावकारी र द्रुत गतिले प्रदान गर्न सक्छ । यसको उचित प्रयोग गरेर सरकारी, गैरसरकारी निकायहरू र र्सार्वजनिक संस्थाहरू बढी सक्षम, जिम्मेदार र पारदर्शी बन्नसक्छन् भन्ने हाम्रो धारणा छ । यसले आमजनतालाई आफ्नो मत तत्काल जाहेर गर्ने सुविधा दिएर प्रजातान्त्रिक समाजको निर्माणमा योगदान दिन सक्छ ।
स्याङजामा सूचना प्रविधि नै किन?
सूचना प्रविधि, विशेष गरी इन्टरनेटले, जीवनका हरेक क्षेत्रमा प्रभाव परिरहेको छ । मानिसहरूले सूचना र ज्ञान प्राप्त गर्ने मात्रै होइन सोच्ने, काम गर्ने, बाँच्ने तरिका, संचार गर्ने, मनोरंजन गर्ने, र्सार्वजनिक जीवनमा सहभागीहुने सबै क्षेत्र र मानवीय गतिविधिहरूमा यसको प्रभाव परेको छ । मोटरबाटोको सुविधा भएपछि गाडी नभएका मानिसहरूले पनि सुविधा पाएझैँ इन्टरनेटमा पहुँच भएपछि कम्प्युटर नभएकाहरूको जीवनमा पनि यसको प्रभाव पर्नु स्वाभाविक हो ।
जुन देशका अधिकांश जनताको मुख्य चिन्तन नै दुई छाक कसरी पेट भर्ने भन्ने छ त्यो देशका जनतालाई विश्वव्यापी सूचना संजालसँग सम्पर्कित गर्नुको तात्पर्य के हो भन्ने प्रश्न उठाउन सकिन्छ । इन्टरनेट र इमेलको सुविधा पाएर गरिब जनताले के गर्छन् ? के फाइदा पाउँछन् ? देश र समाजको लागि यो विषय कत्तिको महत्वपूर्ण छ ? राज्यका निकायहरू, स्थानीय सरकारहरू, गैरसरकारी संस्थाहरू, पेशागत संघसंस्थाहरूका लागि इमेल र इन्टरनेटको पहुँच कत्तिको उपयोगी र महत्वपूर्ण छ ? यस्ता प्रश्न उठनु स्वाभाविक हो ।
ज्ञान अति द्रुत गतिले संसारकै सबैभन्दा बहुमूल्य साधन बन्दैछ । यसले सम्पत्तिको सिर्जना गर्दैछ । यसअघिको आर्थिक आधार बनेको भूमि, श्रम, इन्धन र पूँजीको ठाउँ ज्ञानले लिँदैछ । सूचनाको निर्वाध प्रवाहलाई रोक्न खोज्ने देशहरूले आफैलाई अविकसितताको अवस्थातिर धकेल्नेछन् ।”

It is a very good step indeed . I am also from syngja and i have worked with Syngja DDC in past in software .
I guess very first step would the informatization i.e. automazation of internal process within the DDC which then after we can go on networking with various line agencies and share and update data .

Syanjga needs a wireless internet service provider. The one we have is NTC internet service(dial up) and it sucks a big time. U should wait 5 mins to open a web page.. First of all We should think of having faster internet connection and then we will success our goal.

I got a chance to see the website mentioning different aspect of my district and i am so glad. i think it is difficult task to upgrade it regulary by staying in syangja because there is not any well developed information technology in the district. but this work is too much valuable. i promised to help you in keeping up this fruiteful work in the fature.

As soon as I came across the news regarding ‘Syangjali in the internet’ I felt myself proud being born here in Syangja. I feel this is just a warm up and needs a great effort to keep this internet blog/url up probably xecond to none.For this I urge each and every Syangjalis to support and encourage the authorised pioneers.
